| I. Objectives |

| | On the premise that gender inequities and inequalities are insidious at various levels and hinder development initiatives, NGOs necessitate to address gender issues in a programmatic manner. At the end therefore of the project, it is expected that partner NGOs reach a desirable level of gender-integration in their development programs and projects. Initial gains should manifest that processes and initiatives are in place. This means that NGOs should have developed strategies resulting from gender sensitivity and needs assessment exercises |

- To mainstream and integrate gender at institutional, program, project levels in the context of sector - based (e.g. agriculture, urban poor etc.) situations or along particular requirement

| | B. Specific Objectives |
| |
- To assist and equipt NGO's in gender mainstreaming initiatives
- To develop with NGO's as partners, strategies, tools and indicators for gender mainstreaming based on needs assessments which are:
1)sector-specific, and 2) institution- mandated
- To promote GAD approaches and frameworks and best practices in mainstreaming gender.

| II. Project Description |
|
| | Guided by the objectives, the proposed project is designed as an integrated package of services for NGOs in gender- mainstreaming and qualification. Using GAD approaches and processes, assistance to partner NGOs is through the three main components: gender qualification, capability building, and research and documentation.
WISE ACT will guide the processes by providing consultancy and resource persons. Recognizing the divergence of sector-based issues, WISE ACT shall involve multi-disciplinary skills to effectively address specific needs and requirements of groups. Intervention shall be at two levels: sector-based and institution-based. |

| | The Project Components are: |
| | A. Gender Qualification: Gender qualification refers to processes that would sensitize the programs and would develop planning and evaluation tools to integrate and mainstream gender in the institution. NGOs will be assisted by WISE ACT in gender qualification in order to crystallize their gender programs and formulate relevant indicators. |

- Assistance to enable groups to develop gender tools and indicators and identify needs, strengths,weaknesses and opportunities that become the basis for future development strategies.
- Sensitizing the institution and developing mechanisms for gender integration in structures, leadership, assessment, evaluation and reporting
- Incorporation of gender perspective and practices in developmental programs/projects (e.g. education; income generation, health, environment and social service).
- Setting of monitoring indicators and the integration of gender responsive strategies in their programs

| | B. Capability Building: Capability building refers to skills enhancement of NGOs/institutions or their gender advocates or focal persons in gender-sensitivity. The capability-building program should also lead to the development of mechanisms for technology transfer and skills upgrade. |

- Developing capabilities of training trainers, field workers and development workers to analyze implementation of gender-responsive development programs
- Institutional promotion of gender agenda and consolidation of GAD team or focal person/s.
- Development of modules, manuals, and other training guides on gender-responsive development for the institution and sector.
- Developing analytical and communication skills of gender advocates, gender focal persons/team.

| | C. Research and Documentation: Document participatory planning strategies and participatory and practical strategies that enable partner NGOs to initiate, plan and implement their own gender-responsive programs |

- Development of participatory and gender-analytical tools in the: 1) research variables; 2) data-collection in planning; 2) indicators for monitoring and assessing impact; and 3) strategies for programs.
- Process documentation of NGO's in gender mainstreaming activities and profiling of best practices
- Assistance to policy study and research relating to GAD integration and sector-based concerns, (e.g. agriculture, agrarian reform, food security, environment, etc.)
- Develop, update, and manage an information-technology system and create a mini information bank for the website.
